As European states tighten their borders, refugees are regularly forced to take costly and highly dangerous routes to seek protection, sometimes with fatal consequences. The resettlement and humanitarian admission programmes that remain allow only a small number of migrants to enter directly from first countries of refuge.With less than 1 per cent of the world's refugees resettled, such programs are extremely limited, forcing admission states and other actors to prioritize some groups and individuals over others.
