WILLIAM H. MOTT, IV, teaches International Relations at Salem State College in Salem, Massachusetts./e He has spent all of his adult life in public service as a military and diplomatic officer, as a consultant in international business, and as a teacher and scholar. In a 30-year career in the U.S. Army with dual foci on command and military diplomacy, he observed and analyzed the behaviors of governments under stress and in control and managed U.S. military assistance in both Europe and Asia. While teaching at the British Royal Military College of Science and consulting, he studied and wrote extensively on defense industrial collaboration.
