K. JACK BAUER was a noted historian, long associated with Rensselaer Polytechnic Institute. He was the author of Ships of the Navy, 1775-1969 (1969), A Maritime History of the United States (1988), co-editor of United States Navy and Marine Corps Bases (Greenwood Press, 1985) with Paolo Coletta, and editor of The New American State Papers: Naval Affairs, 1789-1860 (1981), among others.STEPHEN S. ROBERTS received his Ph.D. in History from the University of Chicago in 1976 and is currently a naval historian. He is concerned especially with the history of naval technology since the eighteenth century. He is editor of The Development of a Modern Navy: French Naval Policy, 1781-1860 by Theodore Ropp (1987).
