He is a specialist in urban government and politics, bureaucratic politics, intergovernmental relations, and land use regulation and growth management. In addition to having published numerous articles in a variety of leading social science journals, David Lowery is Professor and Chair of the Department of Political Science of the University of North Carolina at Chapel Hill where he teaches public budgeting, bureaucratic politics, and research methods.
