The 1990s will see a great expansion in the production of civil plutonium when three large reprocessing plants begin operating in Europe, with a Japanese plant planned for early next century. Production of HEU looks set to fall as a consequence of reduced military needs and because nearly all research reactors have been converted to use low-enriched uranium.
