minority rights are comprised of the individual rights of the minority, which grant the right to make claims in particular situations, and also the disproportionately significant right to defend against the power of the majority. The legal challenge is to ensure effective and balanced legal protection in diverse conflict situations. This work seeks to develop a well-balanced system that is able to function harmoniously in various situations relevant to the minority.
