Die Arbeit untersucht die völker- und europarechtliche Bedeutung der seit Anfang der 90er Jahre von der Europäischen Gemeinschaft in ihre Verträge mit Drittstaaten eingebrachten Menschenrechts- und Demokratieklauseln. Deren Schutzstandard sowie das Verfahren ihrer Anwendung werden erörtert. Anhand der Praxis gegenüber afrikanischen, osteuropäischen und lateinamerikanischen Staaten wird gezeigt, daß sich die Europäische Gemeinschaft zulässigerweise mit wirtschaftlichen Druckmitteln vermehrt für die weltweite Achtung der Menschenrechte und Förderung der Demokratie einsetzt.
