This volume presents, in edited form, the self-contained material on the workers' and soldiers' councils of Greater Berlin during the period from November to December 21, 1918 (First Reichsraetekongress or Congress of the Councils of the Reich). This edition complements existing source publications on the council of people's representatives, Scheidemann's cabinet, and the central council of the German socialist Republic at a vital point in history, and extends the ways of interpreting and assessing fundamental political developments.
