Raymond W. Beach, Jr. was the chairman of the national task force on emergency vehicle operations. This task force, organized by the International Association of Directors of Law Enforcement Standards and Training (IADLEST) and funded by the National Highway Traffic Safety Administration (NHTSA), produced the Law Enforcement Driver Training Reference Guide 2000. He is a nationally recognized expert and consultant on criminal justice matters and has written and lectured extensively on police policy and procedures as well as on the use of force. Mr. Beach is currently the Executive Director of the Michigan Commission on Law Enforcement Standards, a division of the Michigan Department of State Police.Earl R. Morris was a member of the IADLEST/NHTSA task force and a twenty-three year veteran of law enforcement. He retired in July 2002 as the Colonel of the Utah Highway Patrol and as Deputy Commissioner for the Utah Department of Public Safety. He is a nationally recognized expert in the areas of emergency vehicle operations and the use of force, and he has published numerous articles on those subjects.William C. Smith is an attorney and was the Legal Advisor for the IADLEST/NHTSA task force. He is also a Risk Management Consultant and was awarded the ARM designation from the Insurance Institute of America. Mr. Smith is the co-author of several books and numerous articles on the topic of police pursuit. He Jives in Columbia, South Carolina.
