PAUL MORRIS is President of the Hong Kong Institute of Education and had been Chair Professor of Education at the University of Hong Kong for many years. YUE-PING CHUNG is a Professor in the Department of Educational Administration and Policy, and former Dean of Education at the Chinese University of Hong Kong.
