GEORGE W. SHEPHERD, JR. is Professor Emeritus at the Graduate School of International Studies, University of Denver. His areas of specialization are international politics and human rights, with special interest in Africa. He is a founder and once-editor of Africa Today, and founder and director of the Center on Rights Development, University of Denver. He has authored numerous books and articles on Africa and international human rights.KARAMO N. M. SONKO is a post-doctoral fellow in Development Economics at the U.N. Economic Commission for Africa, Addis Ababa, Ethiopia, where he is researching the effects of the European Common Market on Africa. Previously, he was an Adjunct Professor in the M.B.A. Program, Regis University, and the Departments of Economics at the University of Denver and the University of Colorado at Denver. He has also worked at the IMF and taught at the University of Paris. His publications include a book, Debt, Development and Equity in Africa (1993).
