HOWARD J. WIARDA is Professor of Foreign Policy and Political Science and holds the Leonard J. Horwitz Chair of Latin American and Iberian Studies at the University of Massachusetts Amherst. He is also Senior Associate of the Center for Strategic and International Studies.
