Two major developments of the 1990s are the collapse of the Soviet Union with the subsequent abolition of the East West conflict on the political side, and a development sometimes referred to as "globalization" on the economic side. These essays aim to show that both of these drastic changes resulted in an increasing demand for regulation and guidance by international organizations, which in turn were pressured by their own need for reforms and adjustment to the changing international agenda.
