This report explores pathways to reform public governance, particularly in conflict-affected and fragile States, to ensure sustainable recovery and prevent further conflict. The report calls for bold reforms addressing institutional fragility, inefficiency and exclusion, so as to create a foundation for lasting peace, sustainable development and inclusive public governance in the Arab region. Enhancing government effectiveness, reducing corruption and fostering transparency are key to this reform. Strong, accountable institutions are essential to restoring public trust and ensuring that public governance systems serve all citizens, especially marginalized groups in fragile States. An integrated approach that aligns humanitarian, development and peace-building efforts is needed for long-term stability. Digital transformation also presents an opportunity to modernize public governance, improve transparency and enhance service delivery. Governments in the Arab region must invest in digital infrastructure and adopt risk-informed policies to prepare for future shocks, such as environmental disasters and political instability.
