Mehmet Toy holds Ph.D degree in Electrical and Computer Engineering from Stevens Institute of Technology, Hoboken, NJ; and B.S. and M.S. in Electronics and Communications Engineering from Istanbul Technical University, Istanbul, Turkiye. Currently, he is the President of MT Networks, LLC which is a consulting company in AI/ML and computer networking, Distinguished Fellow of Mplify (MEF), Life Time Sr. Member of IEEE, and a recognized pioneer for cloud services architectures, dynamic service modification, and intent-based services. He also holds the title of Associate Professor of Electrical Engineering. From 2016 to 2024, he was employed by Verizon Communications as Associate Fellow and Director; and involved in the architecture, implementation, testing, automation with AI/ML, APIs, and standardization of Wireline and Wireless Services. He was also Vice-President of ITU-T SG13 (Future Networks) representing the US, and Chair of ITU-T FG-NET2030 Architecture Group. Prior to his position in Verizon, Dr. Toy held technical and management positions at various levels in several well-known companies and startups including Comcast, IntelCorp., ADVA, Axiowave Networks, Fujitsu Network Communications, AT&T Bell Labs and Lucent Technologies. He was also a tenure-track faculty and adjunct professor in several universities including Stevens Institute of Technology, New Jersey Institute of Technology, Worchester Polytechnic Institute, University of North Caroline at Charlotte, and Dokuz Eylul University in Turkiye. Dr. Toy contributed to the research, development, implementation, and standardization of Cloud Services, Overlay Networks, Self-Managed Networks, APIs, SDN, Virtualization, Carrier Ethernet, IP Multimedia Systems (IMS), Optical Switching, DPoE, EPON, GPON, IP/MPLS, Wireless, ATM, and Signal Processing technologies. He holds twenty-eight issued or pending patents. He delivered multiple keynote speeches in conferences; and published numerous articles, nine books, and a video tutorial in these areas. Some of his books are used as college text books. One of his books is translated to Turkish. He also authored four IETF RFCs, nineteen IETF drafts, an ETSI NFV standard, three MEF standards, and one IEEE standard that are widely used in the industry. Dr. Toy served in the Open Cloud Connect Board, IEEE 1588 Conformity Alliance, 3GPP2, ITU-T, IETF, ETSI, LF-Anuket, ONAP, LF-Akraino, IEEE Network Magazine, IEEE Communications Magazine, IEE-USA, and IEEE ComSoc in various capacities, including forming and chairing IEEE ComSoc Cable Networks and Services Committee. He received various awards including outstanding contributor, innovator, and leadership awards from Verizon, Comcast, AT&T Bell Labs, IEEE-USA, and Mplify (MEF) for his accomplishments in these fields.
