After the Great Unexpected Tragedy, the world's population dropped to only 58. Currently, it is back up to 604. The survivors live in Idaho, inside a mountain-sized potato, safe from the dangers of Old Earth.
Polly doesn't know it yet, but she has been selected to become a Mother of Yam Hill - to have as many children as she can, to help and do her part to prolong potato life, such as it is - dark, hopeless, tasteless.
Polly's true father would rather be Ejected than allow the Three Elders access to his daughter.
