U.S. National Debate Topic

The focus of this title is the subject of the National Forensics League (NFL)'s 2012-2013 Policy Debate. It is, should the United States federal government substantially increase its transportation infrastructure investment. The policy topic implies agreement among Americans that the infrastructure needs the investment; the complication facing the country is how to pay for it.
