JORN BROMMELHORSTER has been with the Bonn International Center for Conversion since its inception in 1994. For two years he worked as a freelance consultant for the German and the Swiss governments. Currently he is governance specialist with the Asian Development Bank in Manila. He had published more than 20 articles and four books. - WOLF-CHRISTIAN PAES is a senior researcher and project manager at the Bonn International Center for Conversion (BICC), Germany. He received Masters degrees in International Studies and Public Administration from the Universities of Stellenbosch (South Africa) and Speyer (Germany) and has published widely on demobilization and disarmament issues.
