Dr Bu Ping is the Director of the Institute of Modern History, Chinese Academy of Social Sciences. Dr Shinichi Kitaoka is Professor at the National Graduate Institute for Policy Studies (GRIPS) at the University of Tokyo, Japan. He is President of the Japan International Cooperation Agency (JICA)
