Development Planning and Structural Inequalities

The book shows how, in general, development planning in India - which is ultimately aimed at bringing about a socialist transformation of society - is itself being channelled through the social structure. In particular, it reveals that the chances of the underprivileged sections catching up with the rest of the population in their growth are dictated more by structural circumstances than by the criteria of planned development.
