Noch vor wenigen Jahren sahen alle heute im Bundestag vertretenen Parteien außer der CDU in ihren Partei- oder Wahlprogrammen die Einführung von Volksabstimmungen auf Bundesebene vor. Das entsprach dem Wunsch einer großen Mehrheit der Bürger. Inzwischen hat sich der Wind der öffentlichen Meinung gedreht. Vor allem das Brexit-Votum der Briten und die Erfolge populistischer Politiker und Parteien in vielen Ländern haben neue Skepsis geweckt, ob man politische Sachentscheidungen wirklich "dem Volk" überlassen kann.
