This work also looks at the principle of complementarity under the ICC. The ICC regime through its system of complementarity clearly sees national courts as the courts of first resort.But at the heart of this principle is the understanding that the most serious crimes of concern to the international community must not be prosecuted at the national level.Also, the ICC does not have jurisdiction over non-party states and there is need for it to be granted universal jurisdiction for it to be effective.
