Ceslav Ciobanu earned his Ph.D. at Moscow M. Lomonosov University, Russia. Dr. Ciobanu is a professor of economics in the College of Engineering and Technology and coordinator of economics programs in the Department of Mathematics and Economics at Virginia State University. He has written over 100 articles and is the author of the book Frozen and Forgotten Conflicts in the Post-Soviet States: The Genesis, Political Economy, and Prospects for Solutions. He has presented on democratic and economic reforms at the Virginia Social Science Association and George Washington University, as well as at the Oxford Round Table and the Paris International Colloquium on the Velvet Revolutions of 1989.

I am happy to support this book which incorporates nearly three decades of Dr. Ciobanu's teaching experience in different countries, different times, and different economic and political environments.
