WILLIAM HEAD is Deputy Center Historian for the Warner Robins Air Logistics Center at Robins AFB, GA. His most recent publication is Looking Back on the Vietnam War (Greenwood, 1993) coedited with Lawrence E. Grinter. He won the Air Force 1994 Special Achievement Award as the Most Outstanding Air Force Historian.EARL H. TILFORD, JR., is Director of Studies and Research at the Strategic Studies Institute of the U.S. Army War College. Among his many publications is his work Crosswinds: The Air Force's Set Up In Vietnam.
