Devan Ross and Rachel Winters are anything but average teenagers. Having met in the late 1980's while attending the same junior high school in Jacksonville, Florida they became close friends and successful entrepreneurs by building one of the largest marijuana distribution networks spreading throughout Jacksonville's many high schools.
