Street children commonly known as ''phasers'', shegues in the DRC constitute a sub-class in society not only in the Congo but throughout the world. Yesterday street children, today street parents. This category constitutes a permanent danger that sows desolation and terror in our streets and especially in the cities or urban centres. Yesterday passive, today very active and present in the public environment, destabilising public order. Women and young girls in particular are the target of these delinquents; phones, money and other valuable goods are snatched up without any intervention from the police. They create a climate of fear for all passers-by and at all levels. Their fellow girls are raped and the boys beaten up without any help from anyone, which justifies their integration into the system.
