Although the phenomenon of refugees is not new to Uganda, the first decade of the 21st Century saw the country get the highest influx of refugees in its entire history. Despite this, however, neither the Government of Uganda (GoU), nor the United Nations High Commissioner for Refugees (UNHCR) (which is the principal agency mandated by the United Nations to deal with refugees issues) had any one concrete document profiling the influx of refugees in Uganda for that decade. This Book, therefore, has been written basing on a study which was specifically carried out to fill that vacuum. The Book enriches the reader with empirical facts pertaining to the influx of refugees in Uganda and the role that the GoU and UNHCR played in assisting them between 2000 and 2009. In addition, a Statistical Comparative Analysis Approach is used to give readers a real gist on how these refugee-episodes took place throughout the ten years under review. It is therefore the Author's hope that readers will find this Script very enlightening and vital for managing the influx of refugees (especially in the proceeding decades) in not only Uganda but the entire Great Lakes and Eastern African Regions at large.
