Local planning and participatory budgeting projects (PB and PB) consist of allocating a percentage of the municipal budget for the community to formulate projects to be adopted and implemented by the administration. The PB and PB have their roots in South America and their development has varied depending on the regulatory policies in which they are developed. In Medelln it was born in 2004 and after 13 years the Council of Medelln enacted an agreement that modified the conditions for the development of the process, which generated controversy among the different actors. Due to this, an international diagnosis was carried out on the conditions in which the PL and PP has been developed, as it was carried out in Medelln between 2004 and 2016, in addition to describing the new process that was established with the new agreement by identifying positive aspects and aspects to be improved. In addition, people involved in the formulation of participatory budget projects were interviewed in order to draw conclusions that will allow the implementation of PB and PB projects to achieve their main objective, which is the construction of social fabric.
